Vision Technologies (Vision) was selected to assist with completion of the FMC-18 work system for the Federal Maritime Commission’s Bureau of Licensing and Certification, the entity responsible for Passenger Vessel Certification and Ocean Transportation Intermediary programs. The FMC 18 system serves as an agency-facing central point of data entry and a hub for notifications, letters, and management reports, but required development of a major back-end component to improve efficiency and expeditious completion of work and to move it into full production.

In order to complete the project efficiently and methodically, Vision identified and developed a solution for four principal tasks:

• Deliver an operational prototype user interface which was reviewed and revised according to user feedback and was followed with delivery of a requirements document specifying systems architecture needs
• Design and deliver a Microsoft .NET platform including Visual Studio 2008, SQL Server, SQL Reporting Services, ASP.NET, and C #
• Map data items from the User Interface to a Database Model including screen information, reports, and system interfaces
• Deliver a detailed project plan, timeline, and development costs
